Hua Luo is "the most loving and charitable donation model" in Jiangsu province.

In October 12th, the first charity conference was held in Nanjing. Provincial Party committee secretary, provincial people's Congress Standing Committee Luo Zhijun, governor Li Xueyong, chairman Zhang Lianzhen of the Provincial Political Consultative Conference, Dou Yupei, vice secretary of the Ministry of civil affairs and Shi Taifeng, Zhao Long, vice chairman of the provincial people's Congress, deputy chairman of the Chinese people's Political Consultative conference, Dou Yupei, chairman of the provincial charitable Association, and the president of the provincial Red Cross Society, attended the meeting. Vice governor Huang Lixin presided over the conference.
The conference commended a total of 40 "most loving charity donation enterprises or units", 30 most charitable charities, 10 model charities, 10 most influential charitable projects and 10 outstanding charitable workers. In May 2010, the regulations on the promotion of charity in Jiangsu were promulgated and implemented. This is the first local statute for the development of philanthropy in China. According to the regulations, the Jiangsu provincial government established the Jiangsu charity prize, which is recognized every two years. In September 2010, the first prize of "Jiangsu charity prize" was launched in the province.
